UPDATE 5/4/2022Based on a support email I received from parallels.com, the Apple store version I had installed was parallels desktop and is not the same as the parallel Pro version I purchased on the parallels.com web site. Thanks! I've already reached it. I used this site to download the windows 10 ARM version, I had tryed some versions and the 21390 worked for me. I also choose the option to download the iso in one click, so I didn't have to convert any type of file.

The problem that I have is, I downloaded Win 10 Insider preview 10.0.21382.1000 (co_release) [arm64]. I could installed in my macbook pro M1 using parallels, but it said that the build is expired. Install a new build of windows now. The 21390 build is hasn't Internet Explorer 11 (was removed). I need it to run a banking site. I dont know what to do.
I had the same problem. I arrived in the step 6 and I don't know what I can do after that. Now I'm trying to download another version of the iso to see if the problem was specific with the one that I've downloaded.
edit : additional problems that I ran into, You should check .NET framework 3.5 before downloading the iso because it might be difficult to install later if you need internet explorer and that's why you use windows 10 instead of 11 I recommend that you do that

Norton IS compatible with the M1 ARM chips per this post. HoweverThe VM and the host OS both require a seperate install of Norton to protect both. The issue I see is with the pre-release of Windows 11 which Norton parallels itself may not see as a supported OS.
With no solution being offered for my problem at this time, it appears my only option is to do without Norton and wait. When Windows 11 releases, Norton may have a version compatible that I can download. If my Norton subscription expires before that happens, I will not renew.
I don't remember what version of Norton I was running in Parallels on my previous Mac. When I upgraded to my new Mac (M1), I found that I had to install Windows 11 with Parallels as I noted in a previous comment. After that install, I went to my Norton account web page from a browser running in the virtual machine (Parallels 17 and Windows 11) and attempted to download the latest version of Norton from there. I have followed those instructions and so far everything works, including newer apps like Microsoft 365 and some very old legacy apps dating back 10 years. So far, the only app I cannot get to work in this Windows 11 environment is Norton. And, to be clear, the problem is that it will not download.
